What ARE the Responsibilities of a Torrance City Council Member?

What does the Torrance City Council do and how does its work affect you?

As a Charter City, Torrance is governed by a Council/Manager form of government. The City Council consists of the Mayor and six City Council members. The Mayor and Council members are elected at large by registered voters of the City and each serve a four-year term. Elections are held every two years, on the even year.

Unlike some cities, such as Los Angeles, that have three or more or even no term limits, the City of Torrance has a two term limit for Council and Mayoral positions. Setting these kinds of term limits is one effective way to prevent corruption and stagnation due to career politicians holding office for decades or more.  With an eight year total for a single position, Torrance voters are able to ensure that their elected representatives, such as City Council candidate Aurelio Mattucci, will truly hold the best interests of the city and its residents at the forefront of the decision making process. Mattucci is a shining example of a long-term resident who deeply cares about his home town and its future.

In this type of Council/Manager form of government, the City Council carries a number of significant responsibilities that directly affect residents. They are responsible for:

  • Adopting Legislation 
  • Setting Policy 
  • Adjudicating Issues 
  • Establishing the Budget of the City. 
One of the Council’s most important duties is creating and managing the City’s budget, which is also one of the primary issues Aurelio Mattucci stands for.  Mattucci is concerned with planning a budget with a mind for the future because, “years from now we will have to deal with the decisions of today.”  When elected, he will take a conservative approach to spending, prioritizing expenditures by “necessity not popularity.”

Other functions of The City Council are to appoint the City Manager and City Attorney. The City Manager acts as the administering head of the government and works closely with the Council to implement policy and laws. In the capacity of their offices, Council members and the Mayor may serve as representatives on intergovernmental and regional boards, commissions and committees. The Council will also appoint volunteers to serve on various advisory boards, commissions and committees. 

In a spirit of transparency and accountability, Council members and the Mayor are directly accountable to the electorate. In their work, they must constantly weigh the interests of individuals and groups with the needs of the entire community. For a candidate like Aurelio Mattucci, that is just what he plans to do when serving the city of Torrance that he has loved for over 30 years.

The Council meets every Tuesday in the Council Chamber at City Hall, 3031 Torrance Boulevard, unless specifically adjourned to another time or place. Regular business generally starts at 7:00 p.m., unless otherwise publicly noticed.  Closed door Executive Sessions may occasionally convene, as authorized under the Ralph M. Brown Act, at 5:30 p.m.

Uptick in Burglaries Raises Public Safety Concerns in Torrance

Residents of Torrance, California generally feel safe in their homes. Some feel so safe that they may even forget to lock windows and doors at night. But that sense of security has been threatened recently by a spree of cat burglaries.
The DailyBreeze.com has reported on three different cases of burglars slipping into homes in the middle of the night while the residents were home and sleeping.  The cat burglars found entry through an unlocked window in one case and in the other two through an unlocked sliding glass side door and even an unlocked front door. 
Torrance police are reminding residents that taking this simple precaution of locking doors and windows is the first step in home security and can prevent not only loss of property but also protect against violent crimes.  Torrance police Sgt. Bob Watt said. “People are breaking into houses when people are home. We’re a bit concerned of the safety issue. They take very little property and are doing it for the adrenaline rush.”
On March 21, a man sneaked into a home in the 22900 block of Anza Avenue at 2:30 a.m., but ran away when the sleeping resident woke up and screamed. Another burglary occurred around 3:30 a.m. six days later in the 21800 block of Linda Drive. There, a male in his late teens or early twenties entered a home through an unlocked front door, and stole a few electronics. Again, the intruder fled after being confronted by a resident. And the third incident occurred about midnight March 30 when someone snuck into a home in the 4800 block of Via El Sereno through a sliding glass door and stole a laptop computer.
Torrance also saw a jump in “distraction” burglaries in February. In a distraction burglary, a suspect knocks on the front door to talk to and distract residents while other suspects break in through another entrance to steal.  Both of these types of crimes may often be committed by young people seeking excitement but criminals looking for a thrill are unpredictable. While fortunately no one was harmed in any of these recent cases, if Torrance becomes known as an easy place to target such crimes could escalate in frequency and severity.

Mission

Public safety and economic stability is among my priorities. I want the city to be fiscally responsible and do what it can to cut wasteful spending. I do believe in energy conservation and helping both home owners and businesses save money on utilities without imposing additional restrictions on them. I do believe we need to plant more trees in our residential neighborhoods and make our commercial areas more desirable to new business growth. We need to fill up our commercial vacancies by offering new businesses true incentives and help out our many existing and loyal small businesses succeed and not just survive. We need to be a truly business friendly city and not just say we are. We also need to streamline permits and plan check process to encourage new business. I do hope I can get your support and the support of your friends and family. I also want to help maintain and promote family unity and the safety of all the families that live in this wonderful city.

I am a candidate for Torrance City Council. Running for office has been a long time dream of mine. I have never been more motivated in achieving this endeavor. I feel that in order to truly make positive changes in our city one must make them as a whole, work together and get involved at all levels. These are challenging times for us, as a country and as a city, with the redevelopment funds gone, we are facing the same fate as many other municipalities , loss of businesses that directly translate to less revenue for our city, loss of local jobs and more of our families living with financial instability and the risk of losing their homes. Less revenue for the city means the potential loss of many programs, services and activities that have helped shape Torrance throughout the years. It's not a matter of Right or Left, it's a matter of Right or Wrong. I will do what is Right for the people of Torrance. I will listen to your concerns and suggestions. I will be truly a public servant, serving the people of Torrance and the many businesses that help support and maintain this wonderful city that I am proud to say is my home.

Bill Sutherland, The Next Mayor of Torrance?

Will Councilman Bill Sutherland be elected as our next Mayor for the City of Torrance?
This is a great question.  After last night's Torrance Police Officers Association forum, it is clear that this will be a tight race.  I am happy to say that all candidates seem to be on the same page as to what they are looking for Torrance's future.  I may have to disagree with them when asked if they would ever touch pensions, and all the answers were NO.  I personally think the answers should have been, that they will do whatever it takes to keep Torrance out of bankruptcy.  That is the best way to protect the jobs that are there, don't over spend to the point the city has to file Chapter 7 to get out of over budget promises.  I also want out city employees happy and all but the people of Torrance deserve an administration that is going to fix the $200 plus million dollar pension debt. The ideas that were thrown on the table were not acceptable to me as they would take money from new employees to pay for the old contracts. That is just not acceptable.
